Heard believe that reinforcing students with love and giving them access to a great education not only changes their lives, but also has the determination to help change entire communities. Heard work to make sure that every student is prepared for the next step in life after high school, whether its college preparation courses, vocational job training program, entrepreneurship opportunities or preparing students for military service. We accomplish this by infusing our students with AP College-level course work, Career Skills Trades, Restorative Justice Practices, Community Values working through our Culturally & Linguistically Responsive Initiatives and more. Heard's goal is to Introduce all students to corsework in science, technology, engineering, arts and mathematics (STEAM), plus adding liberal and performing arts at an early age prepares them to be our informed future leaders.
Heard realized that student needs extend much farther than their classsrooms. Terrance uses his non-profit, Friends For A Better Buffalo, to donate tons of food each year to the Buffalo Public Schools students and our families of need. This initiave started in 2019, when Heard was first elected to the school board when he realized that in order for our children to succeed that they needed more. Working with the district and community partners to assistance in support families that need a little extra to make it through the week help sustain children physically, emotionally and spritually.
In 2023, Heard wrote and passed a resolution that will make the Buffalo Public Schools go 100% Electric Busses to help combat particulate matter (PM), toxic air contaminants that Diesel fueled buses adversely emit that affect human health, including proper lung development in children. Heard is working with the New York State Research and Development Authority, (NYSERDA), First Student Bus Company, The Sierra Club Niagara Group, Buffalo Public Schools and many other partners across the country on the NY School Bus Incentive Program (NYSBIP), to make sure that the children in the Buffalo Schools will have zero-emission bus fleets.
This school board is working together, responding to a wide range of academic, legal, and financial issues. We are working with the district to approve grade level curriculums, evaluating student achievement, and to give the superintendent the tools that she needs for this district to be successful. Among other important matters, we have worked to ratify all 11 contractual agreements for our district's employees, which further demonstrates our commitment to respecting, retaining, and recruiting a highly qualified workforce for the Buffalo Public Schools students, families, and communities.
Our School Board Members led this district through the worst unforeseen challenges in the history of the United States, The Covid-19 Epidemic. In 2020, we fought through the storm and found way to re-imagine education and instructed what that looks like in the Buffalo Public Schools. This Board worked with Bufflo Schools as well as our Charter School Partners to address the needs of all of our families. We worked through times when school has become politically polarized, and many meetings became “contentious.” The BPS faced strong criticism from parents, notably about pandemic-related policies like mask mandates and how to reopen classrooms.
Supporting the Buffalo Public Schools vision for Pathways in computing technology for all students along with strong instructional practice, and parental guidance gives our students necessary skills for success in the 21st Century. The Technology Department initive will prepare thousands of Buffalo students for high-skills jobs of the future in technology, manufacturing, healthcare and finance.

On the tragic day of May 14, 2022, my heart was torn as he heard the shots ring out but Heard responded. Heard was the Board Member that stood tall & assisted Police Divisions, Mental Health Agencies, The Superintendent & other BPS staff members in helping the affected families & the community members through the grieving hours late through night at the Stanley Makowski School on Jefferson Ave. Stay in Prayer!
Heard will not be disconnected from understanding the wants and needs of our youth in the City of Buffalo, so he is the only School Board Member to partner with community organizations so that he could directly work with our youth & their families to support better student outcomes.
M&T Bank’s African American Resource Group, Latino Resource Group, Veterans Resource Group and the Native American Resource Group of Western New York would like to request Buffalo Board of Education’s presence at our upcoming Historically Black College and University, Hispanic Serving Institution, and Tribal Controlled College and University Day.

After serving as a educator, correctional officer, parole/probation officer, felony court liaison, and on sexual offender task force in his career, i know that the "School to Prison Pipeline", truly exist and we have to continue to work to change those narratives.
Heard is the Board Member who bring local news media into the schools to promote positive things that our students are doing in the Buffalo Public School District. Our Teachers work very hard to bring out the best in each and every student and our students deserves to be reconized and celebrated for these great accomplishments.
Heard believe that we must embrase and partner with our community based organizations in the City of Buffalo. These groups include churches, mosques, parents groups, community centers, mental health agencies and community sports programs in-order to help our students overcome so many challenging obstacles and lead them towards succession in school and life.
